UK Sanctions Cryptomus, Heleket and TokenSpot Over Russia…

The UK has sanctioned crypto services Cryptomus, Heleket and TokenSpot alongside payment companies tied to Kyrgyzstan, extending its campaign against financial infrastructure suspected of helping Russia move money around Western restrictions.

The measures were announced October 8 as part of 38 new Russia-related designations covering financial networks, oil companies, shadow-fleet tankers and suppliers linked to Russia’s military-industrial base.

The Foreign Office said two of the newly targeted businesses had processed or facilitated transactions involving A7, a Kremlin-backed financial network that operates alongside the ruble-pegged A7A5 stablecoin and is accused by Western governments of helping Russia bypass restrictions on its banking system.

A7 itself claimed to have moved more than $90 billion during 2025, according to the UK government.

Which Crypto Companies Did the UK Sanction?

One important distinction is that Cryptomus and Heleket are not listed as two separate sanctioned legal entities. The UK designated Canadian-registered Xeltox Enterprises Ltd., with Cryptomus, Heleket and Certa Payments Ltd. appearing as name variations associated with the company.

The UK said Xeltox supported Russia’s financial-services sector through its ownership of Cryptomus and activities “linked to and continued via” Heleket.

Xeltox has previously faced regulatory action outside Britain. In October 2025, Canada’s FINTRAC imposed a C$176.96 million penalty on the company, which operates as Cryptomus and was previously known as Certa Payments, over anti-money laundering compliance failures. The Canadian penalty included failures involving suspicious-transaction reporting and transfers linked to sanctioned jurisdictions.

The UK separately designated TokenSpot CJSC, a Kyrgyzstan-based crypto exchange, as well as Tsunami Payments LLC and state-owned Processing KG. Processing KG’s sanctions listing identifies the Kyrgyz Ministry of Finance as its parent and lists VexPay as one of its websites.

Processing KG director Ulan Arymbaevich Bukabaev was also sanctioned.

Investor Takeaway

The action targets not just tokens or exchanges, but the payment companies and successor services that can reconnect sanctioned crypto networks to wider financial markets.

How Is TokenSpot Connected to A7?

Blockchain analysis provides more detail than the UK announcement about the scale of TokenSpot’s connections.

TRM Labs said TokenSpot sent approximately $679.5 million to A7 and received another $48.5 million from the network. It also identified $26.5 million sent directly to A7A5.

TokenSpot additionally sent around $269.2 million to sanctioned exchanges Grinex and Garantex after their UK designations and received approximately $285.7 million from them, according to TRM.

The analytics firm has assessed TokenSpot as effectively operating alongside Grinex based on shared deposit addresses, wallet infrastructure and transaction patterns. Grinex itself has been described as a successor to sanctioned Russian exchange Garantex.

The UK had already targeted Grinex and other Kyrgyz-linked financial entities connected to A7A5, making the latest designations an expansion of an existing enforcement strategy rather than a new policy direction.

Why Is A7A5 Becoming a Sanctions Focus?

A7A5 is designed to maintain a one-to-one link with the Russian ruble while providing blockchain-based settlement outside conventional Western banking infrastructure.

That structure has made it a test case for whether stablecoins can preserve cross-border liquidity after banks, exchanges and payment providers lose access to dollar and euro clearing networks.

The size of that activity remains disputed. A7A5 has published large transaction-volume figures, while blockchain analytics companies have argued that headline volumes can include internal transfers and activity that does not represent independent economic demand. Analysts have therefore challenged how reported A7A5 volumes should be interpreted.

Investor Takeaway

Sanctions cannot stop blockchain transfers by themselves. Their leverage comes from cutting targeted networks off from exchanges, liquidity, banks and payment gateways needed to convert and move value.

What Do the UK Sanctions Actually Restrict?

The measures go beyond placing names on an asset-freeze list. For several designated entities, UK financial institutions are prohibited from processing payments to, from or through them or maintaining correspondent banking relationships.

Internet-service sanctions can also require social-media companies, internet-access providers and app stores to restrict UK users’ access to designated services.

The approach builds on Britain’s May action against Huobi Global, the entity behind HTX. The UK previously extended financial and internet-service restrictions to HTX over alleged transactions involving A7 and Garantex. The European Union subsequently targeted HTX and 13 other crypto companies in its July sanctions package.

The latest action therefore points to a widening enforcement model: when one sanctioned exchange or payment route loses access to international counterparties, authorities are increasingly targeting the companies, wallets and successor platforms that appear around it. For compliance teams, identifying those operational links may now matter as much as screening the original sanctioned name.
