Qivalis Wins Dutch E-Money License for Planned Euro…

Qivalis has secured authorization from the Dutch central bank as an electronic money institution, clearing one of the largest regulatory hurdles facing a consortium of 37 European banks preparing to launch a euro-denominated stablecoin.

De Nederlandsche Bank granted the Amsterdam-based company its Electronic Money Institution, or EMI, authorization, placing Qivalis under ongoing Dutch supervision and making it eligible to issue euro-denominated electronic money tokens under European Union rules.

The approval does not mean the token can launch immediately. Qivalis must still satisfy requirements under the Markets in Crypto-Assets Regulation, including publishing its crypto-asset white paper, before issuance begins. The company said it expects to issue the token within the coming months.

What Does the Dutch License Allow Qivalis to Do?

Under MiCA, an electronic money token is a crypto asset designed to maintain a stable value by referencing a single official currency. Issuers offering EMTs in the EU generally must be authorized either as a credit institution or an electronic money institution.

Qivalis now satisfies that central authorization requirement. MiCA separately requires issuers to notify their competent authority at least 40 working days before they intend to offer an EMT publicly or seek its admission to trading, as well as notify and publish the required white paper.

The regulatory structure gives holders specific rights. An EMT must be issued at par value when funds are received, holders have a claim against the issuer and the issuer must redeem tokens at face value at any time. MiCA also prohibits issuers and crypto service providers from paying interest on EMT holdings.

That makes the proposed Qivalis token different from an unregulated digital representation of euros. It would sit within the EU’s existing electronic-money framework while using blockchain infrastructure for transfers and settlement.

Investor Takeaway

The DNB licence removes a major regulatory obstacle, but distribution and liquidity will determine whether Qivalis becomes meaningful settlement infrastructure.

Why Does a 37-Bank Consortium Matter?

Qivalis began with a much smaller group of European lenders but expanded to 37 participating banks across 15 countries in May. Members include BBVA, BNP Paribas, ING, UniCredit, CaixaBank, DZ BANK and other major regional institutions.

The size of the consortium potentially addresses one of the hardest problems for a new stablecoin: distribution. Instead of building adoption from a single issuer’s customer base, Qivalis could eventually connect customers, payment providers and trading venues across multiple European banking networks.

That advantage is not guaranteed. Qivalis has not disclosed which of the 37 banks will offer the token to customers at launch, how much transaction volume members expect to route through it or what initial liquidity commitments will be available.

The company plans to distribute the token through banks, crypto exchanges and payment providers rather than selling directly to consumers. Qivalis had already been negotiating with exchanges and market makers earlier this year as it prepared the distribution network.

What Could Banks Use the Token For?

Qivalis is positioning the EMT primarily as an onchain euro settlement asset rather than a retail crypto product. Potential uses include cross-border payments, corporate treasury transfers and settlement of tokenized financial assets outside the operating hours of conventional payment systems.

Fireblocks has been selected to provide digital-asset infrastructure for the project, including technology supporting wallets, tokenization and institutional transaction controls.

The launch also fits into a wider change in European settlement infrastructure. The European Central Bank is separately examining models for putting central bank money onchain, while commercial banks are developing stablecoins and tokenized deposits for private-sector settlement.

The two approaches are not identical. A Qivalis EMT would represent a claim against a private regulated issuer, while central bank money carries a claim on the central bank. Both, however, address the same growing need: providing cash-like settlement assets that can move alongside securities and other financial instruments on blockchain networks.

Investor Takeaway

Qivalis’s competitive advantage is its banking network. Its real test will be whether those banks actually route meaningful payments and settlements through the token.

Can Qivalis Challenge Dollar Stablecoin Dominance?

Euro-denominated stablecoins remain considerably smaller than dollar-backed tokens globally, despite MiCA giving European issuers a dedicated regulatory framework. That leaves Qivalis entering a market where regulatory clarity is stronger than euro-denominated liquidity.

The consortium model could help close part of that gap by combining issuance, banking access and distribution rather than relying primarily on crypto exchanges to create adoption.

“Europe’s currency deserves Europe’s rules, on-chain,” CEO Jan-Oliver Sell said. “We believe Europe should have a euro-denominated on-chain settlement asset issued under European law and subject to European regulatory standards.”

The licence therefore changes Qivalis from a planned banking project into an authorized electronic-money institution approaching launch. The next milestones are more practical: completing MiCA requirements, publishing the white paper, establishing liquidity and showing that its 37-bank membership can translate into actual transaction volume.
