Circle Plans Expansion Across 40 Markets as USDC Demand…

Circle Internet Group (NYSE: CRCL) plans to expand into approximately 40 emerging and developing markets as the stablecoin issuer seeks to turn growing demand for digital dollars into a larger global payments business.

Speaking on October 16 during the IMF and World Bank meetings in Bangkok, Circle CEO Jeremy Allaire said blockchain technology was moving beyond early adoption toward mainstream commercial use. He identified Southeast Asia, Latin America, Africa and the Middle East as regions where businesses and consumers are increasingly using stablecoins for payments and access to dollar-denominated financial services.

The expansion comes as Circle strengthens its distribution network through a $400 million agreement to acquire Tazapay, a $100 million investment from Binance and the commercial launch of its Arc blockchain.

How Will Circle Enter 40 Emerging Markets?

Circle’s strategy combines exchange distribution, local banking connections and blockchain-based settlement infrastructure rather than relying exclusively on direct consumer adoption of USDC.

In September, Binance made a $100 million equity investment in Circle under a renewed five-year commercial agreement intended to increase USDC adoption, particularly across emerging markets. The arrangement gives Circle access to Binance’s international customer network while expanding opportunities for USDC integration into trading, payments and digital financial services.

The agreement follows Circle’s proposed $400 million stock-funded acquisition of Singapore-based Tazapay. The transaction is expected to close in 2027, subject to regulatory approval and other conditions.

As previously detailed in FinanceFeeds’ coverage of the acquisition, Tazapay processes more than $25 billion in annualized payment volume and maintains relationships with over 60 banking and fintech partners across more than 100 payout markets.

Approximately 60% of Tazapay’s transaction volume already involves stablecoins, although that does not mean all those transactions use USDC.

Circle has not publicly identified all 40 target countries or provided a country-by-country expansion schedule. Actual market entry will depend on local licensing, banking partnerships and payment infrastructure.

Investor Takeaway

The Binance partnership provides immediate distribution opportunities, while Tazapay could expand Circle’s local payment capabilities after the acquisition closes. The financial benefit depends on converting that reach into sustained USDC balances and revenue-generating transactions.

Can International Expansion Improve Circle’s Revenue?

Circle’s second-quarter results illustrate both the opportunity and the financial limitations of a business still heavily dependent on reserve income.

USDC circulation reached $73.3 billion at the end of June 2026, representing 19% annual growth. On-chain transaction volume increased 151% to $14.8 trillion, indicating that USDC activity expanded considerably faster than outstanding supply.

However, Circle’s quarterly revenue and reserve income rose only 7% to $701 million, while its reserve return rate declined to approximately 3.5%.

As FinanceFeeds reported following Circle’s second-quarter earnings, the company generated $143 million in adjusted EBITDA and $48 million in net income from continuing operations.

The difference between transaction growth and revenue growth matters. Circle earns substantial income from assets backing outstanding USDC, making profitability sensitive to interest rates, average circulation and distribution costs.

Expanding payments infrastructure could eventually generate additional service revenue, but larger transaction volumes do not automatically translate into proportionately higher earnings. Some transfers generate little direct revenue for Circle.

Investor Takeaway

Circle’s international expansion could diversify its revenue beyond interest earned on USDC reserves. Investors should distinguish growth in payment activity from growth in retained revenue, particularly as distribution partnerships carry commercial costs.

Will Regulation Strengthen Circle’s Competitive Position?

The expansion coincides with the approaching implementation of the United States’ GENIUS Act, which establishes federal requirements for payment stablecoin issuance, reserve backing and supervision. The legislation is expected to take effect on January 18, 2027.

Circle also secured final approval for its national trust bank in July 2026. Circle National Trust operates under federal supervision and initially provides digital asset custody services, with reserve management contemplated as a future capability.

Circle competes with Tether, whose USDT accounts for nearly 60% of the global stablecoin market, compared with approximately 25% for USDC. Banks and payment companies are also developing competing digital-dollar products.

Regulatory compliance may help Circle attract institutions requiring supervised infrastructure, but the US federal framework does not eliminate separate licensing requirements in overseas markets.

Could Arc and AI Payments Drive the Next Growth Phase?

Circle’s ambitions extend beyond issuing USDC. Its Arc blockchain entered public mainnet operation on September 16, with institutional participants including BlackRock, Visa, Mastercard and Standard Chartered.

As FinanceFeeds covered at Arc’s launch, the network uses USDC for transaction fees and is designed to support financial settlement, tokenized assets and programmable payments.

Allaire also identified autonomous AI agents as an emerging source of demand. Software agents can execute small payments for digital services, research and data access without conventional human-initiated checkout processes.

Such applications could create additional transactional demand, although their contribution to Circle’s revenue remains unquantified. Allaire also warned that increasingly capable AI systems introduce cybersecurity risks for financial infrastructure providers.

The commercial test is whether Circle can translate international distribution, institutional integrations and automated payments into recurring economic activity.

Investor Takeaway

Circle’s expansion strategy offers several potential growth channels beyond stablecoin issuance. Future USDC circulation, recurring payment revenue, distribution expenses and demonstrable institutional activity on Arc will provide stronger evidence of commercial success than announced partnerships alone.
