What Does Pakistan’s New Crypto Licensing Regime Require?

Pakistan has opened its licensing portal for cryptocurrency companies, giving exchanges and other virtual asset service providers until Sept. 5 to enter the country’s new regulatory framework or stop operating in the market.

The Pakistan Virtual Assets Regulatory Authority said companies that were providing virtual asset services on or before March 5 must submit an application for a no-objection certificate by the September deadline. Continuing to operate without submitting an application after that date will constitute an offense.

“The licensing window is officially open, creating a clear pathway for businesses to enter Pakistan’s regulated virtual asset market, with defined standards for consumer protection, governance, compliance and market integrity,” PVARA said.

The opening moves Pakistan’s crypto rules from legislation into implementation. Domestic companies and overseas platforms serving Pakistani customers will now have to decide whether to establish a regulated presence in the country or withdraw from the market.

The licensing regime follows passage of the Virtual Assets Act in March, which established PVARA as the statutory regulator for the sector. The framework covers 10 categories of crypto-related activity: advisory, broker-dealer services, custody, exchanges, lending and borrowing, derivatives, asset management, transfer and settlement, token issuance and mining-related services.

How Can Crypto Companies Obtain Approval?

PVARA is offering two main routes for companies entering the regulatory system. Existing or prospective providers can seek an NOC before establishing a local entity, while companies testing newer products can apply through a regulatory sandbox under the authority’s supervision.

The NOC provides an initial route toward incorporation and a full operating license rather than serving as final authorization. Binance and HTX received preliminary NOCs in December 2025, allowing them to begin establishing local subsidiaries and preparing full license applications.

Those applications can now move forward following publication of the detailed regulations. The framework was finalized after a public consultation that ran from June 11 through July 2.

Licensed providers will have to separate customer assets from corporate holdings and will not be permitted to lend or pledge client assets without written consent. Companies must also meet requirements covering governance, cybersecurity, operational resilience, market conduct, disclosures, anti-money laundering controls and counter-terrorism financing procedures.

The Sept. 5 deadline creates a clear dividing line between platforms prepared to operate under Pakistani supervision and those unwilling to meet local licensing requirements. For large exchanges, remaining in the market will increasingly require local entities, compliance spending and formal regulatory approval.

Why Does Banking Access Matter For Pakistan’s Crypto Market?

The licensing process is supported by changes to Pakistan’s banking rules. The State Bank of Pakistan has allowed banks to provide services to licensed virtual asset businesses, including segregated accounts for customer money.

Banks themselves remain prohibited from investing in, trading or holding crypto assets. The distinction allows regulated crypto companies to gain access to traditional banking infrastructure without opening the door for commercial banks to take direct cryptocurrency exposure.

That could address one of the main operational problems facing crypto companies in markets where regulation has been uncertain. Access to local bank accounts can make customer deposits, withdrawals, payroll, tax payments and corporate operations easier to manage while giving regulators greater visibility into money flows.

For international exchanges, banking access also makes local incorporation more practical. A license becomes considerably more useful when a platform can connect regulated crypto services with domestic payment channels rather than relying entirely on offshore infrastructure.

What Happens After The Sept. 5 Deadline?

The immediate question is how aggressively PVARA will enforce the deadline against companies that continue serving Pakistani customers without applying. The regulator has made clear that firms operating after Sept. 5 without entering the process will be committing an offense, increasing the risk of enforcement against non-compliant providers.

The deadline could reduce the number of platforms available locally if smaller or offshore companies decide that licensing costs outweigh the value of the Pakistani market. Larger exchanges may have more incentive to apply because the new system gives them a formal route to local operations and banking services.

Pakistan’s approach therefore differs from an outright restriction on crypto activity. The government is allowing exchanges, custody providers, derivatives businesses and other digital asset firms to operate, but only within a supervised framework with customer asset, security and financial crime controls.

The next phase will show how many companies seek full authorization after obtaining preliminary approval and whether major global exchanges follow Binance and HTX into the process. The Sept. 5 deadline will also provide the first enforcement test under the new regime as Pakistan moves from establishing its crypto framework to applying its licensing requirements.
